Ramona is unincorporated San Diego County in a State Responsibility Area, so the City of San Diego's February 28, 2027 date does not apply. The statewide Zone 0 regulation applies on the Board of Forestry's timeline, and Public Resources Code 4291 already requires 100 feet of defensible space, which CAL FIRE inspects.

Fire history

The 2003 Cedar Fire started in the Cleveland National Forest east of Ramona and became the largest fire in county history, burning 280,278 acres and destroying 2,820 buildings. Four years later, on October 21, 2007, the Witch Creek Fire started east of Ramona when Santa Ana winds pushed power lines together, and within a day it had spread through San Diego Country Estates, Ramona, Rancho Bernardo, Poway, and Escondido, burning 197,990 acres and destroying more than 1,100 homes.

Ramona sits at the junction of the backcountry and the suburbs, downwind of the mountains in a Santa Ana event. It is the first populated place a fire from the east reaches, which is why CAL FIRE's defensible space inspections here are not a formality.

The terrain, and what crews usually find

Ramona is a broad valley of grassland and oak surrounded by chaparral hills, with parcels that run from suburban lots in town to five, ten, and forty acres in San Diego Country Estates, Mount Woodson, the Highland Valley, and out toward Santa Ysabel. The vegetation is the real thing: chamise, scrub oak, sumac, and manzanita on the slopes, annual grass and coast live oak on the flats, with dead material building up in the years between fires.

On a Ramona parcel, Zone 0 is one part of a bigger job. The five feet around the house, the barn, the well house, the shop, and the guest unit all need to be ember-resistant; then Zone 1 and Zone 2 out to 100 feet from each of them need to be thinned; then the driveway needs to be passable for an engine.
